Service Provider is Not allowing me to Port Out

I am not at all happy with the Reliance Mobile Services as well their cost structure is quite high compared to its competitors like Vodafone and Reliance Jio. Hence I want to port out, but whenever I am sending message of PORT with my mobile number 9106 to 900, I am receiving a standard message of "Dear Reliance Customer, Your Request could not be processed. Please try after some time. Thank you". I have been receiving this kind of message since Dec 016. Including yesterday night. Telecom Service Provider is playing mischief by not issuing UPC code to facilitate the port out request, which is regulatorily liable duty on their part. Pls help me to reachout to the appropriate authority to fix this issue at the earliest. With regards Rajesh Cheruvu.
